I don't understand the following, though: "The license fee, payable from the user to the copyright holder, would be set such that the full cost of compliance and the full cost of noncompliance are roughly equal." What does that mean? Compliance to what? And how will non-registering copyright holders be tracked, if formalities are not allowed? Thanks for the summary.
